Qingdao Xinhe Ecological and Chemical Industry Base

Qingdao Xinhe Ecological and Chemical Industry Base occupies an area of 20 square kilometers. Phase I is 5 square kilometers. The base is located in the northwest of Xinhe town in the city of Xindu. It is located at the intersection of Qingdao, Yantai and Weifang. It is also positioned at the center of the Bohai Sea Economic Circle and the manufacturing industry base in the Shandong Peninsula. It neighbors an economic region focusing on the coastal chemical industry in Weifang, Dongying and Binzhou to the west, and Wanyan district of Laizhou city to the north. The chemical base has a favorable geographical position, which will benefit the intensity and collaborative development of the chemical industry.

Xinhe chemical base adheres to high qualities and standards in building ideal infrastructure and living service facilities.

Roads: construct a "five vertical, 10 horizontal, one ring" transportation network; the main stem road is 22 meters wide, and the branch road is 16 meters wide

Water delivery: daily water delivery capacity is 100,000 cubic meters, 50,000 cubic meters in Phase I; plans for a Jiaodong water delivery project storage reservoir with a capacity of 9.6 million cubic meters; daily water supply capacity of 30,000 cubic meters

Power supply: one 35-KV substation, one 110-KV substation and one 220-KV substation, with power supply capacity of 550,000 KVA

Heat supply: centralized heat supply, steam supply capacity of 800 tons per hour

Gas supply: gas pipeline with daily supply capacity of 600,000 cubic meters

Communications: There are many kinds of advanced modern communication networks such as mobile communication, broadband IP, data transmission, and Internet video conference.

Wastewater treatment: daily wastewater treatment capacity of 80,000 tons, daily wastewater treatment capacity of 20,000 tons in Phase I

Cable TV: network coverage base, which provides high-definition multi-channel digital TV programs

Life services: there are 40 business outlets in the city of Pingdu and over 30 hotels. The life service area is set up in the chemical industry base with complete supporting facilities surrounding, ike hospitals, postal offices, banks and communication centers.

Leisure: there is a 72-hole golf course in the Yunshan country club in Pingdu city. It is an ideal place for leisure and business with first-class, comprehensive services and perfect supporting facilities.

Industrial planning and development orientation of Pingdu Xinhe Chemical Industrial Zone

Qingdao seeks to fully realize the available resources and oil and chemical products market demand of the surrounding area of Xinhe Chemical Industrial Base. It also seeks to combine old enterprise relocation and reconstruction in Qingdao from the point view of technology, economy and environmental protection. The industrial plan of the base focuses on the following areas:

Salt chemical industry: caustic soda and soda ash as basic raw materials utilizing hydrogen and chlorine. PVC production and processing, creating products such as methane chloride and chlorinated polymer caprolactam.

Silicon chemical: mainly developing inorganic silicon and organic silicon

Fluorine industry: mainly developing ODS substitutes and chemicals containing fluorine polymer and fine chemicals containing fluorine

Fine chemical industry: mainly developing special glue and dye, biological chemical products, paper-making chemicals, electronic chemicals and textile chemicals

Plastics processing and additives: mainly developing PVC plastic products, non-toxic and high-efficiency plastic additives, plastics alloy and special synthetic materials

Xinhe chemical base is 130 kilometers from Qingdao Liuting International Airport, 150 kilometers from Qingdao Port, 40 kilometers from Laizhou Port, and 50 kilometers from Weifang railway station. The Rongwu and Qingxin expressways exit here, and national highway 206 and provincial highway 320 pass through the area. The connecting line of the Dalailong railway and Jiaoji railway – the Haiqing railway – runs through the base, making transportation very convenient.

The 11th Five-Year Plan of Qingdao National Economic and Social Development has established Xinhe chemical base as a new industrial cluster of Qingdao. The chemical base is part of Qingdao’s focus on the development of the Qingdao-Yinchuan expressway industrial belt and Pinglai industrial cluster during the 11th Five-Year Plan period. The industrial orientation of the Xinhe chemical base according to the Qingdao Leading Industrial Development Planning of Five Cities and One Region is: “The chemical base focuses on salt chemicals, chemical fertilizers and fine chemicals, and undertakes industrial transfer of chemical enterprises from Qingdao’s urban district and other districts and cities in order to become an important chemical industry base in Qingdao.” Xinhe chemical industry base has gained strong support from the Qingdao government in land, capital, investment and infrastructure construction, which would effectively accelerate the construction of Xinhe chemical industrial base.

Land use and preferential policies

According to overall planning requirements, the project mainly focuses on constructing an industrial workshop with an investment (fixed assets) of 2 million yuan per mu (666.67 square meters).

The total investment of the project is 100 million yuan, with fixed assets investment of 50 million yuan and registered capital of more than 10 million yuan. Apart from the fees charged by the State, Qingdao and provincial administration, 12 other administrative fees shall be exempted, including urban infrastructure supporting fees; wall energy conservation building materials fees; small town infrastructure fees; bulk cement, road construction and management fees; road rehabilitation fees; garbage treatment fees; tree damage fees; greening land fees; compensation for soil and water conservation facilities; land registration filing fees; and anti-aircraft basement or transaction construction fees.
