The five key industrial cities aim to form high-end industrial clusters along Jiaozhou Bay, expand and upgrade counties in their respective administrative region, motivate the development in non-industrial areas, and promote industrial resources integration and optimization within the five cities. The cities will give priority to the development of emerging industries and drive clustered development in the neighborhood based on industrial parks and services.
