The Jiazhou Bay rim is mainly composed of three sectors, the modern service core sector on the east coast of the bay, the high-end industrial cluster on the north coast, and a new economic zone on the west coast. It plans to transfer and upgrade traditional manufacturing industries and develop modern service and high-end manufacturing industries to build itself into a modern industry highland.

The modern service core sector on the east coast includes Shinan district, Shibei district, Sifang district, Licang district and Laoshan district. The sector features modern service sectors such as tourism, business and trade, convention and exhibition, cultural creation, science and technology, telecommunication service and headquarters economy.

The northern high-end industry cluster consists of the high-tech zone, Chengyang district, Qingdao export processing zone, and the eastern part of Jiaozhou city. This cluster boosts industries focusing on semi-conductor display and illumination, automobiles and locomotives, new materials, energy conservation and environment protection, biology and pharmacy, high-end equipment manufacturing and comprehensive services.

The west coast new economic zone includes the Qingdao Economic and Technological Development Zone, Qianwan Bonded Port Zone, West Coast Export Processing Zone, and parts of Jiaonan and Jiaozhou cities. This area has preferential policies to develop sectors such as equipment manufacturing, automobile and shipbuilding, marine engineering, petrochemicals and home appliance industries. The area aims to develop into a new economic zone with innovative mechanisms and strong policy incentives by giving priorities to the development of modern service industries such as port logistics, tourism and financing.
