Qu called on the city government to establish on integrated social security system that would cover both urban and rural residents in the next two or three years.

He suggested expanding access to public services and encouraged migrant workers to take a more active part in local communities.

Government data shows that some 700,000 migrant workers born in rural areas in and after the 1980s moved to Nantong to seek jobs in 2014.
