Xiaohai Primary School held a ceremony to give out "Fang Shi" stipends on Jan 27, 2013. The first group of student recipients and their parents attended the ceremony.

The “Fang Shi” stipend was set up by Fang Keng, a well-known entrepreneur in Hong Kong. He was enthusiastic in encouraging education and donated 4 million yuan ($642,400) to improve conditions at Xiaohai Primary School. He later set up an annual fund of 120,000 yuan ($19,000) to subsidize poor students from 100 families.

A total of 99 students were lucky enough to become the first batch of recipients. Nearly half of them were children of migrant workers.
