According to the Open Data Index of Global Important Cities report recently released by the Institute of Information of Shanghai Academy of Social Sciences, Guiyang, capital of Southwest China's Guizhou province, ranks fourth following Seoul, New York, and Chicago.

The report is based on information flow, information market, and information value theories, following the concept of sustainable data added value to analyze the sustainable opening of urban data from the whole process of data flow.

It reveals that there is no positive correlation between the ranking and economic strength, as cities in North America and Asia are higher than those in Europe on the report.

The overall foundational guarantee and opening quality of data are generally good, while there is a huge gap between different cities in releasing the economic value of open data. In addition, more attention is required for the observation and publicity of open data.

Guiyang's specific policies, regulations, and agreements for open data, as well as its one management committee, 2,973 data sets, and 322 open institutions made it ranked fourth among 27 global major cities.
