Guiyang provides financial support to encourage migrant laborers to return

Returning migrant workers in Guizhou can enjoy a one-time subsidy of 4,000 yuan ($658.82) to start a business, according to the human resources and social security bureau of Guiyang, capital of Guizhou province.

Guiyang will support 5,000 rural laborers annually who want to start a business. The efforts will encourage 2,500 migrant workers to return home. It is estimated that the population of the rural labor force will reach 60,000 by 2020.

To encourage migrant laborers to return home, the government will give eligible rural laborers a one-time subsidy of 4,000 yuan in financial support and a rent subsidy of 300 yuan each month (for a maximum period of one year).

New businesses can also enjoy a small-sum guaranteed loan in Guiyang. Furthermore, rural laborers will have access to a “green channel” to make registration more convenient.

When rural laborers apply to establish an individual business or private enterprise, no administrative service fees, like management fees, registration fees and license fees, shall be charged.

Meanwhile, rural laborers with agriculture, forestry and fishing projects can enjoy reduced or fully-exempted corporate income taxes. Rural labors who sell self-produced agricultural products will also be exempt from the added-value tax.

According to the Guizhou Employment Agency, 7.38 million surplus laborers have been relocated throughout the year, including 5.83 million trans-provincial laborers. The majority of transferred laborers are young people aged 16 to 36. The population of return entrepreneurs totaled 97,700 as of October this year.
