At least one kindergarten per village

The Education Bureau of the city of Guiyang, Guizhou province, has begun a special "113 Reform" whose purpose is to ensure every village or community in its area or environs has at least one kindergarten funded by the government.

In addition, each kindergarten is to have no fewer than six classes with totally 180 kids.

Over the past three years, Guiyang has done work on 91 kindergartens, 49 of them completely new, and 42 involving expansions.

Guiyang has 491 kindergartens, in charge of 109,859 pupils, with kindergarten participation increased to 74.6 percent, while the number of kindergarten teachers has also increased to around 10,300.

To improve teacher quality, Guiyang will increase its teacher training over a 3-year period to improve their skills, overall quality, and moral awareness.
