Employment of the Disabled in China: Status Quo, Problems and Policy Options (No.190, 2021)

Abstract: Improving employment for people with disabilities is an important measure to ensure their basic livelihood, maintain social stability and achieve common prosperity. It is a major issue concerning the vital interests of the 85 million disabled people and their families in China as well as the long-term social development goals. In recent years, the employment situation of people with disabilities in China has continued to improve with a diversified employment pattern and centralized employment, decentralized employment, and flexible employment modes have initially taken shape. However, there are still some problems to be addressed such as low employment level, poor employment quality, and serious employment discrimination. Especially in face of the increasing pressure of downturn economic performance and the regular measures for prevention and control of COVID-19, the employment situation for the disabled has become severer. This paper notes that we need to strengthen the cross-department and cross-sector cooperative mechanism to ensure the institutional guarantee for employment of the disabled; we need to improve the system of security funds for people with disabilities to give a boost to promoting more employment opportunities; we need to enhance the establishment of employment service system to actively develop human resources for people with disabilities; we need to refine the education system for the disabled to increase assistance for them to get employed; we need to vigorously promote Internet Plus Employment model to create more areas for the employment of the disabled; and we need to strengthen social mobilization and create a social environment to bolster the employment of people with disabilities.
