Put Emphasis on the Development of Business Villages for Rural Revitalization—Research and Thoughts on the Practice of Pidu District in Chengdu, Sichuan Province (No.166, 2021)

Abstract: The proposal and practice of business villages are of great importance to the promotion of rural revitalization and the acceleration of agricultural and rural modernization in China’s new development stage. But at the same time, some rather sensitive and complicated issues also need to be resolved. In recent years, Pidu district in Chengdu city has carried out some experiment in this regard and produced positive results, main parts of which include the following points. The local government has put emphasis on the village operation, guided by the key points of the Central Committee’s policy on rural revitalization; strengthened the leadership, pressed ahead a policy of classification and differentiation, and studied on and formulated the evaluation measures on business villages; provided policy guarantee and enough funds, organized villages to screen and select good projects for promotion and support; established a platform for exchange and discussion, providing intellectual supports to actively and steadily promote the development of business villages. To a certain extent, current villages in China are like a big family. A good family needs management, so does good village development. Based on the research on Pidu district, this paper proposes that the promotion of rural revitalization needs to introduce the “management” idea. Villages need to be managed like families. It is necessary to set up the incentive mechanism, strengthen guidance and supervision, perfect the evaluation standards, and promote the urban-rural integration.
