Seize the Opportunity and Take Active Measures: Policy Options on the Preparation Work for Holding Biodiversity Conference (No.272, 2020)

Abstract: As called for by the Biodiversity Convention, China will hold for the first time the UN Biodiversity Conference in 2021. Apart from making preparations for the conference and enabling different contracting parties attending the event to reach consensus on major issues, China needs to promote domestic systematic policy reforms to fulfill its commitments. The conference will become a turning point in the field of ecological conservation, bring out wider social participation and press ahead the mainstream process of biodiversity conservation. But it needs to be noted that we lack experience in terms of environmental diplomacy and in holding the above-mentioned conference. The understanding of biodiversity in government departments at various levels is insufficient. The participation of market and society is inadequate. And there is neither a corresponding policy pattern in China nor the atmosphere for the whole society to promote conservation. Therefore, we need to lay emphasis on publicity and cooperation on biodiversity conservation at the diplomatic level, strengthen the top-level design to guide mainstream ecological conservation, consolidate the connection between the ecosystem and the economic system to set up a multiparty investment and financing mechanism, and actively publicize the progress in ecological conservation so as to embrace broad social participation.
