Abstract: In response to the national demand of Taihu Lake treatment, the National Special Water Project of The Tiaoxi River Basin during the 11th and 12th Five-Year Plans was carried out to tackle technological problems, making breakthroughs in key technologies concerning rural sewage treatment, and exploring the Anji model of rural non-point source pollution control and management technology promotion in related counties. Six demonstration projects and three large-scale demonstration areas have been built through the integrated application of complete sets of technologies, which has made the main water quality of the Tiaoxi River discharged section stably reach the level of grade III, with good economic, environmental and social benefits. During the implementation of the National Special Water Project, the research team has established good cooperative relations with local governments and enterprises, which has generated working experience such as accurately matching demands, strengthening top-level system design, and intensifying cooperation among local governments, universities and enterprises. The policy options for the 14th Five-Year Plan are establishing and improving the mechanisms in multi-department cooperation, demonstration project evaluation, operation and maintenance information feedback, scientific and technological achievement transformation incentive, further promoting special water technology integration and demonstration project construction, and strengthening their popularization and application.
