Abstract: According to the requirements of the overall plan for promoting economic, political, cultural, social and ecological progress, ecological civilization building is an important part in China’s multi-prong modernization drive. Institutional reform holds the key to China’s remarkable achievements in the building of ecological civilization, while incentive and binding mechanisms play a key role in such an institutional reform. Since the 18th CPC National Congress, China has made great progress in both ecological incentive institutional reform and ecological binding mechanism reform. But with regard to the incentive and binding mechanisms, there remain some issues to be addressed. For instance, the two mechanisms are still inadequate due to internal imbalance, the incentive mechanism is asymmetrical with binding mechanism, the incentive and binding mechanisms are not properly rolled out and the guarantee measures for implementing the two mechanisms are insufficient. During the 14th Five-Year Plan period (2021-2025), we need to improve incentive mechanism, flesh out binding mechanism, coordinate the relationship between incentive and binding mechanisms, and reinforce the implementation guarantees for the two mechanisms in a bid to form a lasting motivation for ecological civilization building.
