Implement the Job-First Strategy and Secure People’s Livelihood during the Last Year of the 13th Five-Year Plan (No.155, 2020)

Abstract: Remarkable progress is made in improving people’s livelihood during the 13th Five-Year Plan period (2016-2020), and the seven major goals relating to improving people’s livelihood were achieved in the first four years. The epidemic has exerted greater pressure on the fulfillment of the goal of ensuring people’s livelihood during the 13th Five-Year plan period. Among the set goals, the average number of years of schooling received by the working-age population, the participation rate of basic pension insurance, housing renovation plan for rundown urban areas, and the average life expectancy are not affected in the short term and are expected to be accomplished without difficulty. The goal of lifting the rural poor out of poverty faces certain challenges, but the goal of eradicating absolute poverty in rural areas is still expected to be achieved this year. The most immediate impact is on residents’ income and employment. Under the current circumstances, it is unlikely to reach the target of increasing the average annual income of residents by 6.5%. The target of creating over 50 million new urban jobs has been achieved in the last four years, and efforts need to be made to solidify the achievement. Employment is vital to people’s livelihood, which is related to the long-term and overall situation of securing people’s livelihood. We need to focus on employment as a key issue for ensuring people’s livelihood, adopt comprehensive approaches, respect the rules and takes into account the long-term interests, so as to fully ensure stable employment – the priority issue of advancing stability on six fronts and security in six areas.
