Urgent Need to Strengthen Support for the Development of NGOs in the Circumstance of the Epidemic Outbreak and Control (No. 104, 2020)

Abstract: The COVID-19 epidemic is a major test of China’s national governance system and capacity. As an important part of the modern national governance system, non-governmental organizations (NGOs) have also undergone a comprehensive stress test during the COVID-19 outbreak. In order to know the degree of NGOs’ participation in the prevention and control of the epidemic, assess the impact of the epidemic on the development of NGOs, and encourage NGOs to play a more active and constructive role in China’s national governance, China Development Research Foundation, Narada Foundation and China Alliance of Social Value Investment launched a special questionnaire survey. According to the survey, a large number of NGOs participated in the fight against the epidemic, exerted their advantageous influence at the grass-roots level and contributed to the donation and distribution of epidemic prevention materials and community-level prevention and control of the epidemic. In their work, NGOs have encountered difficulties such as lack of supporting funds and coordination. Affected by the epidemic, projects and fundraising activities of NGOs have stalled and their revenue is expected to decrease. Currently the biggest policy demand of China’s NGOs is to expand their inclusion in government procurement and establish a normalized cooperation mechanism between the government and NGOs.
