Labor Market Construction in the 14th Five-Year-Plan Period: General Guidelines, Key Tasks and Policy Options (No. 35, 2020)

Abstract: As the major contradictions in China’s labor market have changed, the economic growth has shifted from quantity expansion to a high-quality improvement and the modern market system construction drive has been accelerated, in the 14th Five-Year-Plan period (2021-2025), we need to strive to pursure higher labor force allocation efficiency and increased high-quality labor force supply with priority laid on establishing a unified national labor market, enhancing the pricing mechanism of labor force, constructing a flexible and efficient service system for labor force, optimize the market environment and accelerating the bilateral opening-up of labor force market. Besides, future work needs to focus on establishing a unified regional labor market, deepening the labor force pricing mechanism reform of state-owned enterprises and public institutions, pushing ahead with the development of human capital service industry, fleshing out employment system and policies and promoting the pilot practice of open-oriented labor market. In addition, efforts need to be made to accelerate the construction of a unified and fair labor market featured by orderly competition, high efficiency and flexibility, openness and shared results, so as to give full play to the role of market mechanism in the allocation of labor force resources and to provide more job opportunities in a sound labor market.
