Abstract: The enhancement of the Party’s across-the-board leading role in social governance at community-level is an inevitable option for the modernization of China’s governance system and governance capacity. In recent years, based on Party building and with the support of the people, Xiangxi Tujia and Miao Autonomous Prefecture in Hunan province has made targeted efforts to push ahead with poverty alleviation. The local government has formed a rural community-level governance model based on mutual assistance in daily life and production, cultivated favorable neighborhood relations with a sound environment, promoted social harmony and boosted the building of green homeland. As a result, rural community has taken on a new look. The Party members unite all villagers into action for common prosperity and progress. This system serves as an effective platform for the community-level Party organizations to reinforce Party building, for the Party members to set examples and for the public to tap into their motivation, thus shaping a new community-level governance landscape that features mutual assistance, collaboration, co-governance and common sharing. For the future work, more efforts need to be made on strengthening the CPC leadership, improving the rural governance system, building up the community-level Party organizations, giving tailored guidance, and enhancing incentive mechanism, in a bid to put into effect the practical and valuable experience and make good reference for other parts of China.
