China’s Efforts Made to Realize the Value of Ecological Products: Policy-Making Progress (Special Issue, No.117, 2019)

Abstract: Theoretically speaking, a unified understanding has not yet been reached in terms of the connotations and delineation of ecological products and the way for their value realization whereas a series of policies related to promoting the realization of the value of ecological products have been put into effect, including economic policies and market-oriented environmental policy tools. Since the 18th CPC National Congress, China has actively explored the mechanisms for realizing the value of ecological products and made positive progress. Based on relevant analysis, this paper focuses on the progress of relevant policies such as ecological compensation, price mechanism of resource products, energy consumption allowance trading, water consumption allowance trading, pollution rights trading, carbon emission rights trading and green finance. The effect of policy implementation shows that, due to the restriction of development phase, supervision level and other factors, the value realization mechanism of tradable market-oriented ecological products is placed in an auxiliary position in the environmental governance policy system. It should be viewed rationally the role of the value realization mechanism of market-oriented ecological products played in turning the environmental resources into economic benefits. In the long run, with the optimization of the environmental governance system and the effectiveness of government supervision, the value realization mechanism of ecological products will be further fleshed out with more positive effects. Policy innovation for realizing the value of ecological products should fully consider the institutional and technical conditions.
