Abstract: The free circulation and effective allocation of human resources constitute the principal features of the construction of free trade ports (zones). This paper analyzes the major way and driving factors of cross-border movement of talented personnel around the world. It selects typical global free trade ports and domestic free trade zones from Singapore, Hong Kong(China), and Dubai, summarizes major practices and key policies of the free trade ports (zones) in the aspects of high-caliber personnel introduction, cultivation, employment, incentives and circulation, which provide references for China’s free trade port (zone) construction pillared by talented personnel in the new era. The paper makes the following policy options. First, we need to establish a high-level talent identification and evaluation mechanism targeting at industrial demand and in line with international standards. Second, we need to build a more open-oriented mechanism for the introduction of talented professionals and encourage the free flow and effective allocation of talented personnel in free trade ports (zones). Third, we need to make full use of high-quality education and training resources both at home and abroad, and innovate supporting mechanism for talent cultivation. Fourth, we need to make use of diversified means to improve incentive measures and preferential policies for talented personnel. And fifth, we need to strengthen the working system to ensure the comprehensive enhancement of the service level for talented personnel.
