Abstract: Based on the analysis of the management and services relating to special social groups in China, this paper takes Putian city as a typical case, analyzes its practices and effects of “grid Plus joint governance system Plus information platform Plus liability mechanism” to improve the management and service ability for special social groups, and discusses the essence and related issues of improving the management and services for special social groups with “grid Plus”. To be specific, through the “grid Plus joint governance system”, Putian city created and implemented relevant daily management mechanism and integrated the diversified social resources; through the “grid Plus information platform”, Putian city created and promoted a treatment management working mechanism, which enhanced the management and service efficiency; through the “grid Plus liability mechanism”, Putian city clarified the responsibility entities of the management and services for special social groups. Putian city has achieved remarkable results in its pilot practices. None of the community inmates has been left out of control or committed new crimes. Deaths caused by people with mental disorders and crimes committed by migrants and juveniles have significantly declined, and so has the case number of domestic violence. Besides, the paper proposes relevant policy options on promoting law-based governance, introducing multiple governance elements, expanding pilot trials and strengthening financial support.
