Abstract: Developing all-for-one tourism is in line with the demands of launching new development concepts, adapting to the new trends of tourism and following inherent laws of tourism development. It provides an effective approach to transforming tourism development modes, optimizing tourism resource allocation and expanding the room of growth for tourism. Since the Xiangxi Tujia and Miao Autonomous Prefecture was listed among the first batch of national all-for-one tourism demonstration zones in 2016, local eco-tourism has developed rapidly as the prefecture strives to develop all-for-one tourism combining “Eco-protection and cultural attraction”. To assist Xiangxi Prefecture to promote high-quality development of all-for-one tourism combining “Eco-protection and cultural attraction”, this paper analyzes practices of the development of all-for-one tourism in Xiangxi Prefecture and proposes policy options on five targeted aspects -- patterns of tourism development, derivative tourism products, integration of tourism industries, construction of tourism infrastructure as well as management and services of the tourism market.
