Pilot Practices of Targeted Poverty Alleviation in Contiguous Poverty-Stricken Areas--A case study on Xiangxi Tujia and Miao Autonomous Prefecture (No.98, 2019)

Abstract: Pushing forward the work of targeted poverty alleviation in Xiangxi Tujia and Miao Autonomous Prefecture of Hunan province is highlighted by General Secretary Xi Jinping on relevant occasions. Over the past five years, under the guidance of General Secretary Xi Jinping’s theory of targeted poverty alleviation, Xiangxi Prefecture has achieved a holistic improvement and prominent changes through relevant innovations in the fight against poverty. Xiangxi Prefecture resolutely safeguards the strong leadership of the CPC Central Committee with General Secretary Xi Jinping at its core. The Party members have closely relied on the grassroots-level Party organizations, made overall planning for ten key projects according to local conditions, carried out demonstration programs with positive incentives, and foster poverty alleviation through the development of distinctive local businesses and enhanced information transparency, all of which have won the approval of the masses. Besides, measures were taken to prevent farmers from blindly rushing to yield fruits with poor performance and fake successes, so as to ensure the efforts were focused on targeted poverty alleviation. Xiangxi Prefecture has gradually become well-known due to its high-quality poverty alleviation results, efficient governance and better life, and its experience makes good reference to other parts of China. In view of the current problems in cultivating industries and infrastructure construction in Xiangxi Autonomous Prefecture, the paper puts forward the following policy options. 1. More funds need to be put in infrastructure projects during the 14th Five-Year Plan period (2021-2025); 2. More will be done to alleviate poverty through the development of local industries and employment as well as the training of high-quality personnel; 3. Relevant policy measures are required to realize the notion that lucid waters and lush mountains are invaluable assets.
