The Development of China’s Cultural Industry in the New Era: Problems and Policy Options(No.32, 2018)

Abstract: The 19th CPC National Congress came up with the political judgment that socialism with Chinese characteristics has entered a new era and the principal contradiction facing Chinese society has evolved into one between the unbalanced and inadequate development and the people’s ever-growing needs for a better life. It illustrated that the whole Party must strengthen its confidence in the path, theory, system and culture of socialism with Chinese characteristics, highlighting that China will not be able to realize the great rejuvenation without a high level of cultural confidence and flourishing culture. Based on the new mission and duty of Chinese cultural industry in the new era, this paper analyzes the major factors restricting the industrial development and points out that we need to further remove the institutional barriers, formulate legislative stipulations relating to cultural industry and strengthen the protection on intellectual property rights. We need to move faster to build modern enterprise systems in cultural industry, boost the development of new business forms in the cultural industry and build a standard and orderly investment and financing system. Besides, we need to push ahead with the strategy of enabling Chinese culture to expand its overseas presence, continue the government financial support to public cultural service, cultivate more high-caliber personnel for the enhancement of cultural industry and strive to make new progress in the development of cultural industry.
