Zhuhai city is one of the special economic zones established in China in the initial period of reform and opening up. As an early developer, Zhuhai has, over the past 30 years and through unremitting efforts and persistent exploration, developed itself from a coastal county in south China into an important city through reform and opening-up. It has become quite well-known in the world and is like a pearl on the west bank of the Pearl River. Looking into the future, Zhuhai is now standing on a new historical starting point, facing unprecedented opportunities and challenges. Whether the city can seize the opportunity and forge ahead depends largely on the fact that it can make timely and effective strategic adjustments with strategic vision, global view and rational thinking, and convert these factors into perseverant actions. In order to meet the new requirements for development in the new era, optimize the development strategy, rationalize the development ideas and clarify the path of development, Zhuhai Municipal CPC Committee and the Municipal Government had commissioned the Macroeconomic Research Institute of the National Development and Reform Commission (NDRC) to launch a research project on the development strategy of Zhuhai City. Members of the research group include researchers from the Macroeconomic Research Institute of NDRC and professors and associate professors from Renmin University of China, South China Normal University and post doctors from Tsinghua University and Sichuan Academy of Social Sciences. In the course of the research, the research group carefully designed the structural framework and the study approach, trying to grasp the strategic position of Zhuhai from a higher level with a wider vision, and to clearly illustrate the advantages, disadvantages, challenges and opportunities of Zhuhai based on more practical data and in-depth analysis, in order to propose general development strategies, sub-strategies for the development of different sectors and action plans in a scientific and operational manner. The general report of this book has 10 chapters which are as follows: The strategic significance of promoting Zhuhai's status and position; The strategic position: A leading city on the west bank of the Pearl River; The strategic approach: Large in quantity and strong in quality; The development strategy of the port-based city; The strategy of industrial revitalization; The strategy of urban development; Pilot measures for comprehensive reform; Strategic project construction; Promoting cooperation between Zhuhai, Hong Kong and Macao; and The action plan for Zhuhai’s future development. The sub-report of this book has 10 chapters including: A summary of the development experience of Zhuhai; The strategic position of Zhuhai in south China; The general development strategy of Zhuhai; The transportation and construction strategy of Zhuhai; The industrial development strategy of Zhuhai; The urban development strategy of Zhuhai; The strategic project construction of Zhuhai; The basic framework of the comprehensive reform of Zhuhai; The cooperation strategy between Zhuhai, Hong Kong and Macao; and The strategic action plan of Zhuhai.
