Abstract:

Transfer of rural farmland concerns the welfare of hundreds of millions of farmers, and economic and social development. To make sure that farmers benefit and maintain a stable development, China has to consider its fundamental reality of a large population and relatively little land, and develop modern agriculture in an active way. Under these conditions, China has to follow basic principles in rural land transfers, including easing land management controls by implementing the separation of land ownership right, land contract right and land management right, developing new agricultural management units based on rural households, guiding rural farmland transfers in accordance with farmer's wishes, and striving to increase grain production and farmers' income through appropriate large-scale farming operations.
