Abstract:

Local innovation resources that cannot meet enterprise improvement needs is a major reason for the problems in industrial upgrades in Wenzhou, Zhejiang province. Although, for the past 10 years, its innovation resources have grown, they are not enough to support industrial upgrade. Also, the ability of attract innovation factors has declined, forcing enterprises to move their production or even the entire business to areas that are rich in innovation resources. In addition, enterprise innovation costs have gone up, causing upgrade to be postponed. Local government plays an important role in increasing innovation resources and building related infrastructure. To take advantage of innovation, the local government needs to increase innovation input efforts, apply innovation to its organization, and create a favorable environment for innovation. National innovation policies need to encourage traditional industries to use new and high technology, improve industrial technology and quality standard, apply a market mechanism, and stimulate enterprise innovation and upgrade.
