Abstract:

Ecological efforts, working out the correct space layout, resource conservation, ecological environmental protection, and system construction, should act as the guiding force of government as well as the role of the market. As far as public welfare, equity and sustainability are concerned, governments need to play their role, and for resource property, markets can play an even larger role.

A good ecological environment is the symbol of ecological progress, and a good environment, will be damaged if there is no good human behavior. If ecological products are considered as services provided by the ecological environment, they are not only offered by governments, but achieved by the joint efforts of the whole of society. The role of governments is to establish an external environment that is conducive to ecological environmental protection, including policies and regulations, planning, technology development, and public awareness, by using the possible market mechanisms such as prices, taxes and emission trading. The country needs to improve its ecological efforts management system and establish a modern, orderly, and efficient public governance structure.
