The challenges of the WTO accession to the operation and regulation of telecommunication sector in China and the counter-measures

Abstract: 

The level of openness of China's telecommunication sector has been low. The focus of the reform in the sector is to accelerate reorganization of the domestic telecommunication operators and break the sectoral monopoly. Subject to the constraints of timing, geographical area, business scope and ratio of equity concerning openness of the sector, China opens its telecommunication sector to foreign telecommunication operators. The WTO accession will possibly diminish the profit margin for domestic telecommunication operators and result in the issue of information security. It is suggested that the Law on Telecommunications should be promulgated as soon as possible.
