China's regional division and different policies on carbon emission reduction

Summary:

China's regions differ a lot in carbon emissions. In order to formulate reasonable emission-reducing policies for different types of regions, the report studies China's eight comprehensive economic regions and designs regional divisions based on carbon emissions reduction according to the double indices scheme.

First, the study selects two key indices, carbon emission amount and intensity (carbon intensity), each of which has three levels: low, medium and high. The two indices together divide China into regions with different carbon emission amounts and intensity. Next, based on carbon emissions in China's eight comprehensive economic regions from 1990 to 2012, the study divides the country into regions with different types of carbon emissions reduction. Then, it analyzes carbon emissions layout and evolution and explores temporal and spatial differences and changing law of regional carbon emissions. At last, according to carbon emissions advantages and disadvantages of eight comprehensive economic regions, the study suggests different policies, including general and specific strategies, in order to guide the implementation of different regional carbon emission policies.
