Do you agree that experts with non-governmental organizations are more likely to make achievements than those with governmental organizations, due to the insufficient incentive system ?

It depends. Actually, there are two types of experts outside the government system. One is individual experts and the other is non-governmental organizations.

Though skilled in research, they both lack research channels, especial in data collecting. For instance, it’s difficult for them to acquire the data concerning milk standards set by the National Health and Family Planning Commission. Another issue is that most non-governmental organizations find it difficult to find financing and, without any stable financial support, not much research can be conducted.
