Zhang, vice president of DRC and a member of the DRC's Party Leading Group, was born in Jinhu county, Jiangsu province, in August 1964. He got a bachelor's degree in law from Peking University, in July 1984, and a master's degree in law with a specialty in constitutional law from Peking University in July 1987. He taught at the Foreign Affairs College, from July 1987 to May 1991, then, from May 1991 to March 2013, worked with the Party Central Committee's Policy Research Office, as deputy investigator, investigator, deputy director of the Political Research Bureau, deputy director and then director of the International Research Bureau, deputy secretary of the Party Central Committee's Policy Research Office, and director of the International Research Bureau. During this time, he held a temporary post as deputy secretary of the Dingxing county, Hebei province Party Committee, from May 1995 to May 1996. He was named vice-director and a member of the DRC Party Leading Group, in March 2013.
Zhang has done a lot of research in political and legal issues, social development, and international affairs, and helped draft Party Central Committee documents and important Party leaders'speeches.
