Regarding technical innovation, the Ministry of Culture will guide such cultural industries as performing arts, entertainment, art works, animation and cyber culture to carry out “the merging of telecommunications, computers, and cable TV networks.”

It will also encourage the building of an integrated production and marketing platform to increase the online sales of network literature, on-line music and web art. Key projects include the digitalization of Chinese style animation, research and development of the hardware and software systems of video games with independent intellectual property rights, the exploration of mobile entertainment platforms and research into the creation of a digital audio intelligent search engine.
