Penalties for minors and disabled person in violation of the administration of public security

According to provisions of Law on Penalties for Administration of Public Security, acts in violation of administration of public security shall be penalized in accordance with law. For acts in violation of administration of public security committed by minors, the law has specific provisions on the principles for punishment: a minor above the age of 14 and under the age of 18 in violation of the administration of public security shall be given a lighter or mitigated punishment; a minor under the age of 14 person in violation of the administration of public security shall not be punished, but his guardian shall be instructed to keep a strict guard on him.

According to provisions of Law on Penalties for Administration of Public Security, a mentally disordered person who commits an act against the administration of public security when he is unable to recognize or control his own conduct, shall not be penalized, but his guardian shall be instructed to keep a strict guard on him and send him for medical treatment. An intermittently mentally disordered person commits an act against the administration of public security while in normal mental condition, shall be penalized. A blind or deaf-mute person commits an act against the administration of public security, may be give a relatively light or mitigated penalty, or shall not be penalized.
