Shandong's Dudian sub-district explores optimal path for community governance
In recent years, Dudian sub-district in the Binzhou Economic and Technological Development Zone, Shandong province, has been transforming urban villages, relocating 30 villages, and constructing 17 resettlement communities.
Among them, Chaoyang Xin'an community has accommodated 23 villages and 20,000 villagers. In addressing the effective governance of super-large resettlement communities, Dudian sub-district has explored a new path for the governance of large resettlement communities, promoting the integration of multiple villages and the well-being of residents.
Dudian has adhered to the leadership of Party building in grassroots social governance and explored a path of diversified co-governance. It has delved into the transformation of urban villages, freeing up over 6,000 mu (400 hectares) of land and planning to develop four integrated industrial zones, which has attracted over 50 high-tech projects such as the Binzhou Aerospace Industrial Park and the Weiqiao National Science and Technology Computing Center and created job opportunities for over 5,000 people.
In Chaoyang Xin'an community, Dudian sub-district has introduced a third-party service institution, Ruixin Qihang Rehabilitation Center, which operates projects such as sewing and packaging under the "order + training + employment" model, resulting in an increase in average income of over 2,000 yuan ($274.15) per person and enabling over 50 disabled individuals in the vicinity to increase their income at their doorstep.
Dudian sub-district is also committed to providing the best housing to its residents, and invested a total of 9.7 billion yuan to construct 17 resettlement communities around commercial districts, scenic areas, and prestigious schools. It has a total area of 2.9 million square meters, which grants over 50,000 residents their dream of having a house.
In addition, the sub-district has insisted on building a beautiful environment for residents. Notably, it has developed the Qinhuang River Park to form "wetlands within the city and the city within wetlands." High-quality educational resources have been established, including several primary and secondary schools, the establishment of the Bohai Public Training Base, and the Binzhou University of Science and Technology Vocational College.
