Shandong district takes comprehensive steps to improve business environment

Jinan's Laiwu district is doing its upmost to improve its business environment and supporting high-quality economic development by speeding up approvals for construction projects.

Over the past two years, Laiwu has adopted measures such as early intervention, tracking guidance, and multi-department collaborative approvals. These efforts help enterprises to start projects sooner by making processes like land use approvals and construction permits 60 percent faster.

The district is also working to establish and perfect an online approval system, enabling the issuance of multiple permits through mobile video inspections.

"Laiwu district's online approval service has saved us valuable time for our project's production launch. As the first smart manufacturing project for traditional Chinese medicine in Shandong, our plant will be able to achieve an annual output of 10 billion yuan ($1.38 billion) and generate 1.6 billion yuan in taxes and profits," said Qu Hengchao, executive deputy general manager of Hongjitang Pharmaceutical (Laiwu District) Co Ltd.

The steady growth of businesses is backed by the high-quality services of Laiwu's project service teams. The district has established a one-on-one project steward service mechanism, providing comprehensive agency services. Additionally, it has set up 12 enterprise service stations to enhance government-enterprise interaction and promote policy awareness.

"We will continue to help enterprises coordinate and resolve difficulties in settling, production, and operation in order to promote the continuous optimization of the business environment in Laiwu district," said Meng Guoling, Party secretary of Laiwu District Administration Approval Service Bureau.
