Caoxian county in East China's Shandong province has been enhancing local service capabilities this year by leveraging the strength of Party organizations at the community level.

In Zhengzhuang subdistrict, outdated practices are being streamlined and village-level responsibilities are being defined more clearly. Guidelines have been established to specify which tasks villages should undertake, what matters they can handle, and the responsibilities they must fulfill.

To strengthen this framework, a pre-approval system for village responsibilities has been implemented, which ensures dynamic and well-regulated management. This year, Zhengzhuang subdistrict's 34 administrative villages have streamlined three local mechanisms and removed over 300 outdated plaques and signs.

Zhengzhuang subdistrict has also introduced a way for senior officials to work more closely with local communities and refined its task allocation system. Village Party branch secretaries have been empowered as key leaders, with a strong focus on identifying and cultivating outstanding candidates for these roles. By emphasizing governance, safety, stability, and public welfare, the subdistrict is ensuring a more focused and effective local development that paves the way for high-quality progress.

Addressing the practical needs of rural governance, Zhengzhuang subdistrict has developed clear and efficient systems to standardize operations and ensure smoother processes. Through innovative reforms and institutional support, local officials are relieved of unnecessary administrative burdens, allowing them to dedicate more time to serving residents.

Looking ahead, Zhengzhuang subdistrict will work even harder in streamlining tasks and empower communities, turning these initiatives into tangible progress for development, public service, and governance efficiency. (Edited by Zhang Ying)
