Primary-level Party organizations drive rural development in Shandong
Communities in Dudian sub-district, Binzhou Economic and Technological Development Zone (Binzhou ETDZ), Shandong, have discovered a new governance model based on primary-level Party organizations to enhance grassroots governance and alleviate local burdens.
The Shuiqingmuhua community stands out as a model of effective primary-level governance. It has united primary-level Party members and groups, resident representatives, social organizations, and local businesses, emphasizing self-governance, ensuring service through practices, and an intelligent platform.
The community has established nine volunteer teams composed of Party members dedicated to serving the elderly, disabled, children, and other volunteers.
All communities in Dudian sub-district have nurtured 16 leaders for community service organizations that regularly provide public services to the elderly and children. They have also established non-profit organizations with 256 volunteers who teach tai chi, handcrafts, calligraphy, and painting.
Furthermore, Party-run service stations in Jinsui and Zhonghaixinyuan communities pioneered a three-level organization model to address pressing issues effectively.
