Collaborative governance to create thriving district
Kuiwen district in Weifang, Shandong province, has established a leading team comprising grid leaders, building leaders, and unit leaders. This initiative has mobilized enthusiastic residents, volunteers, and property service personnel to actively engage in grassroots development, fostering a framework of co-governance, co-construction, and shared benefits at the community level.
The team leverages its proximity, familiarity, and close relationships to address various issues related to neighborhood relations, property services, and childcare. For instance, a resident of Huxi community surnamed Zhang, once reported a noise issue caused by the outdoor air conditioning unit of a downstairs mall to the police. The police redirected the case to the community for mediation, and the building leader surnamed Dai, promptly coordinated the matter, resolving the noise issue within two days.

Through flexible discussion methods, the leading team patiently understands, enthusiastically responds to, and meticulously resolves minor conflicts and disputes reported by residents. They guide residents to serve each other and encourage them to handle their own issues, thereby resolving problems within buildings and communities.
Kuiwen district utilizes community micro-services to stimulate community governance, forming a new "neighborhood-style" self-governance and "micro-grid" management system.
