Shandong district acts to improve business ecosystem
In a bid to boost its business ecosystem and boost the vitality of its markets, the administrative approvals service bureau of the Luxi New District – located in Heze city in East China's Shandong province – has rolled out an initiative it calls Express Approvals.

The measure aims to streamline administrative procedures and enhance service efficiency for both businesses and the public.
Under Express Approvals, a dedicated service station has been established to expedite the approvals process. This includes the consolidation of various approval stages into a single step, with one employee responsible for the entire process.
Referred to as one-step approval, it encompasses acceptances, reviews and final approvals.
The Express Approvals system is currently available for seven administrative approvals items – in the areas of health and social affairs – and is characterized by clear legal relationships, simple procedures and no technical examinations.
Since the implementation of the Express Approvals system, the review process has reportedly been reduced by 67 percent. The standardized and efficient operation of the system is understood to have made it possible for the bureau to provide dedicated and effective services to enterprises and the public.
The bureau plans to expand the scope of the program to incorporate more approvals items to meet the practical needs of businesses and the public.
Overall, through continued reforms and innovation, the Luxi New District is moving to create a business-friendly environment characterized by streamlined procedures, high efficiency and exceptional service quality. (Edited by Jin Yongxue)
