Guan Hongliang graduated from Wuhan University in 1992. He obtained his master's degree in 2001 at Tokyo University in Japan and received a doctoral degree from Capital Normal University in Beijing in 2010.

Guan co-founded Peace Map Co Ltd in July 2006 along with CATIC SIWEI under the China Siwei Surveying & Mapping Technology Corporation.

In January 2010, Peace Map won a capital injection from the National Venture Capital and SDIC High-Tech Investment Co Ltd. In the same year, Peace Map introduced internationally advanced oblique photograph technology enriching its products and services. The company's business scope covers aerial photography, aerospace and aviation data processing, data service and application.
