China regulates publishing industry

Five publishing houses were ordered by the General Administration of Press and Publication (GAPP) to stop operation while being investigated for violating China's publication regulations, Tuesday's China Press and Publishing Journal reports.

The China Geological University Publishing House, Taihai Publishing House and Arsenal Industry Publishing House, the Chinese Ancient Medical Books Publishing House and China Industry and Commerce Publishing House have sold GAPP publication quotas for profit and broke several GAPP rules, the report says.

A GAPP inspection team confirmed that since January 2001, a large proportion of books published by these institutions have not undergone proper GAPP examination.

The China Geological University Publishing House went beyond its specified business scope in 40 percent of the books it published.

Chinese government departments have attempted to prevent illegal sales of publication quotas and to regulate the publishing industry since 1993.

Some book retailers have purchased publication quotas from large publishing houses to enable the publication of best-selling stories in an attempt to make huge profits.

A GAPP official said that such activities have greatly interfered with China's publishing market and should be totally eliminated.

The five offending publishing houses are required to consult relevant GAPP rules and to regulate their administrative activities. They can restart their businesses only with GAPP approval.
