Guidelines laid down for economic work in 2004

The annual Central Economic Work Conference ended here Saturday, laying down guiding principles for the economic work in 2004.

The meeting, held here from Thursday, underlined a comprehensive, coordinated and sustainable development with people's interests as top priority.

Hu Jintao, general secretary of the Central Committee of the Communist Party of China (CPC) and Chinese president, addresses the Central Economic Work Conference in Beijing. The CPC Central Committee and the State Council jointly held the conference from Nov. 27 to 29, 2003.  [Xinhua]
The meeting was jointly held by the Central Committee of the Communist Party of China (CPC) and the State Council. CPC Central Committee General Secretary Hu Jintao and Premier of the State Council Wen Jiabao delivered speeches at the meeting.

According to the meeting, the economic work for 2004 should be carried out in line with the principles of maintaining a stable macro-economic policy while making appropriate readjustments, deepening reform, opening wider to the outside world, resolving problems by taking into account the overall situation, and striving for a coordinated development.

The three-day Central Economic Work Conference has called for governments at all levels to focus on eight aspects in managing the economic work for the next year:

-- Consolidate and strengthen the fundamental role of agriculture in the national economy and increase farmers' income by all possible means;

-- Readjust and optimize industrial structure for the promotion of coordinated development of regional economies;

-- Work hard to boost employment and reemployment of laidoff workers, and improve social security network;

-- Expand consumption demand and upgrade living standards of both urban and rural residents;

-- Continue to implement proactive fiscal policy and prudent monetary policy, and do well fiscal and financial work;

-- Accelerate the pace of economic restructuring and continue the efforts in rectifying and standardizing market order;

-- Open wider to the outside world for the promotion of foreigntrade and the utilization of foreign investment; and

-- Take the overall situation into consideration for the advancement of social undertakings.
