Biography of Huang Huikang

Huang Huikang, director-general of the Foreign Ministry's Department of Treaty and Law. 

Huang Huikang was born in 1955 in Zhejiang province. Huang received a doctorate degree from Wuhan University.

During his career with the Foreign Ministry, he has served in diplomatic posts in the US and Canada and worked as the special representative for climate change negotiations for the Chinese Ministry of Foreign Affairs.

Huang also is a member of the International Law Commission of the United Nations and guest professor at Wuhan University.

Huang Huikang, also as head of the Chinese delegation, has attended many international meetings and treaty negotiations.

He became director-general of the Foreign Ministry's Department of Treaty and Law in March 2011.
