Two foreigners and 126 non-residents were among Beijing's 1,241 model workers – the highest honor given by the Beijing municipal government to workers in the city, the Beijing News reported Wednesday.

The honor given Tuesday was the first time non-residents and foreigners were included. It is given to the city's workers every five years.

The two foreigners were French doctor Luc Picard, who was not in China on Tuesday for the commendation ceremony, and Japanese pharmaceutical engineer Kishi Akira.

Beijing currently has about 4 million workers without registered permanent residence, including 400,000 foreigners, said Huo Lianming, vice president of the Beijing Municipal Federation of Trade Unions.
