A professional journalism scholar gave a low mark to Chinese government officials for their ability to deal with the media.

Yu Guoming, dean of School of Journalism and Communication at Renmin University, said Chinese officials deserve only 60 points out of 100 for their reluctance to face the media. That's barely a passing grade.

The dean, who had given training classes in public relations to government officials, said China's administrative system does not support transparency to the public, which is at the root of media-unfriendliness.

"The officials bear this in mind: I will take responsibility if I tell people something, while I won't if I don't," Yu said.

The dean called for quick improvement in the performance of government officials.
