More than 200 experts and scholars gathered on Sunday to discuss the topic of "Building Innovative Urban District" at an Expo-themed forum in Shanghai's Yangpu District.
From both home and abroad, the participants at the forum urged governments to make full use of their human, technological and educational resources to develop their cities and districts.
A city or district government should always learn from their counterparts in other areas and enhance the corporations with them, the experts said.
Governments were also urged to do a good job in protecting local old buildings and culture while pursuing social and economic development.

Xu Heping, research director of the Ministry of Science and Technology of China, Huang Yaocheng, counselor for national participation with the Bureau of Shanghai World Expo Coordination, Zhou Tianyong, deputy research director of the Party School of the Central Committee of CPC, Ma Jinming, deputy Party chief of the Tong Ji University, Zuo Xuejin, deputy executive director of the Shanghai Academy of Social Sciences and Chen Anjie, Party chief of the Yangpu District, made speeches at the forum.
The organizer also invited experts from Liverpool of England, Ruhr of Germany, San Francisco of the United States and China's Hefei of Anhui Province, Ningbo of Zhejiang Province, and Harbin of Heilongjiang Province.
Yangpu is one of the largest districts in Shanghai. In 2003, the district government turned the traditional industrial area into a district now being known for its famous universities and creative industry.
