Key areas are those with people seriously-affected by the flu and densely-populated regions. Key groups include armed forces, police officers, customs officials, diplomatic personnel, medical staff, students and faculty members in schools and colleges. Residents belonging to these categories total 390 million.

The ministry said the decision is based on the World Health Organization's advice and China's current capacity of vaccines. It is not possible to vaccinate all Chinese citizens as the country is short of production capacity of the vaccines, according to the Ministry.
