The unofficial Shanghai Pudong International Finance and Shipping Double-Center Index Research Institute compiled the index, studying the competitiveness of 12 cities or regions serving as both a financial and shipping center, including New York, London, Tokyo, Singapore, Shanghai, Hong Kong, Mumbai, Dubai, Sydney, Hamburg, Sao Paulo and Vancouver.

Zhu Yiqian, vice secretary-general of the institute, said the index could make Shanghai aware of the gap and urge the city to make changes and be creative in its double-center development model.
