According to data released by the Ministry of Civil Affairs Thursday, individuals and companies had promised to donate 2.96 billion yuan ($440 million) last month, but the country received just about 915 million yuan, 31 percent of the promised sum.

Liu Youping, an official of the ministry, said a number of firms and individuals, who promise a certain amount for charity, “don’t always deliver on time”.
