BEIJING -- Chinese State Councilor Meng Jianzhu has urged public security officials, especially those at county-level bureaus, to improve how they enforce the law.

At the opening ceremony of a workshop for county-level public security heads on Wednesday, Meng, also Minister of Public Security, said they should be rational, easygoing, civilized and proper when working.

He also urged them to improve how they deal with problems at grassroots levels.

It is imperative that heads of county-level public security bureaus take on the responsibilities of maintaining peace and stability within its jurisdiction, Meng said.

More than 3,000 county-level public security bureau directors are scheduled to attend the workshop in seven batches before mid June.

In China, county is at the third level of the administrative hierarchy after province (autonomous region, municipality) and city.
